EXECUTIVE SUMMARY

1. On 27SEP16, NCISRA Mayport, FL received Reference (A) documenting a referral from the Office of the Inspector General (IG), U.S. Fleet Forces Command, USN for potential criminal violations. The IG referral was the result of a complaint filed by [REDACTED], the Medical Officer of the USNS SACAGAWEA (T-AKE 2), which is assigned to the Military Sealift Command. NCISRA Mayport reviewed the complaint and interviewed [REDACTED] Gwho provided the following: He did not know of or believe [REDACTED] engage in any criminal behavior [REDACTED] stated he was told by three Maritime Academy cadets, identified agp[REDACTED] that while underway, [REDACTED] had shown them a video on his cellphone of [REDACTED] engaging in sexual activities with an unidentified female they believed to be about 14 years of age, possible child pornography P). NARRATIVE

1. This reactive investigation pertains to potential criminal violations of Title 18 United States Code (USC) 2423 (b): Travel With Intent To Engage in Tllicit Sexual Conduct and Title 18 USC 2423 : Engaging in Illicit Sexual Conduct in Foreign Places.

2. Subsequent to the submission of Reference (D) [REDACTED] was interviewed by Participating Investigator (PI) [REDACTED]. [REDACTED] denied ever possessing CP of any kind to include videos of himself engaged in sexual acts with underage children. [REDACTED] denied any sexual relations with underage females. [REDACTED] provided while in Fiji with USNS SACAGAWEA he had a sexual relationship with a woman in her 30's. [REDACTED] showed a picture of the woman to investigators who observed she did not appear at all to be underage. [REDACTED] was asked about his relationship with the ship's medical officer. [REDACTED] had a low opinion of [REDACTED] competency. [REDACTED] provided he had disciplined [REDACTED] ship for performance and after [REDACTED] and the ship's Captain found pornography on [REDACTED] government computer, [REDACTED] stated he believes [REDACTED] has filed an EEO complaint against [REDACTED] since.
