1. On 10Sep19, NCISRA San Diego, CA, received information from NCISRA Earle, New Jersey. NCIS tip (ID:840-M17194) was reviewed; the tip contained information regarding allegations of child exploitation and misuse of controlled substances. 1. This reactive investigation pertains to the suspected violation of Article 112a (Wrongful use or possession of controlled substances) and Article 120b (Rape and Sexual Assault of a Child) of the Uniform Code of Military Justice.

2. On 16Oct19, Criminal Support Investigative Analyst ISS) [REDACTED] conducted open source social media checks fortip, wir A search of [REDACTED] Facebook page revealed that on 08Mar16,[REDACTED] yposted a cover photo that depicted a street surrounded by small local businesses and a hotel "CESAR" on the left side of the street. A close up of the aforementioned photograph revealed an advertisement with legend "Centro Comercial La Tropa, which is located at Calle Coahuila, Tijuana, Mexico. Exhibit (1) pertains.
