NCIS records say the reservist reported that a retired Coast Guard instructor at Mid Atlantic Maritime Academy asked for a sexual relationship, showed her pornography, kissed her, touched her breast, and asked her to touch him. NCIS made notifications and referred the matter toward CGIS and local handling because it was not the primary investigative agency.

What the NCIS File Says

The file concerns a Navy reservist attending class at Mid Atlantic Maritime Academy in Norfolk. She reported that her instructor, identified as a retired Coast Guard member, asked for a physical relationship with him to improve her grades.

According to the NCIS narrative, after she denied the request, the instructor showed her a cellphone video of a woman performing oral sex on a man. When she tried to leave, he allegedly pulled her back into the classroom, kissed her, touched her breast, and asked her to touch his genitals.

NCIS documented that alcohol and drugs were not suspected and that NCIS was not the primary investigative agency. Investigators conducted database checks, notified MARMC, trial counsel, SAPR/SARC, CGIS, and the academy president, and noted that academy administrative action was pending.

The reservist said she would file a complaint with Norfolk Police Department. NCIS planned to provide a copy of the report to CGIS because the alleged offender was a Coast Guard member under CGIS jurisdiction.
