NARRATIVE
1. This closed only investigation pertains to suspected violation of Article 120 (Abusive Sexual Contact)of the Uniform Code of Military Justice (UCMJ) and a violation of Virginia State Code 18.2-67.4 (Sexual battery).
2. On 04APR17, at approximately 2030hrs, [REDACTED] was attending class at the Mid Atlantic Maritime Academy in Norfolk, VA when her instructor [REDACTED] USCG-R allegedly asked[REDACTED] have a physical relationship with him to improve her grades [REDACTED] denied his request to which [REDACTED] allegedly showed [REDACTED] video on his cellphone of a women preforming oral sex ona man. [REDACTED] reportedly attempted to leave the classroom wheitd [REDACTED] pulled [REDACTED] back into the classroom, kissed her and touched her on her breast and asked [REDACTED] touch his genitals.
