According to Sasebo police, the Japanese complainant said he was napping in a sauna room around 0440 to 0450 when a foreigner who appeared Filipino touched his crotch. A sauna employee called police on a non-emergency line.
The complainant told police he did not want to make a report and wanted officers only to give a verbal warning. When police asked the alleged perpetrator for identification, he refused and was taken voluntarily to Sasebo Police Department as a suspicious foreigner before being released to CFAS representatives.
NCIS could not recontact the complainant because he declined participation and Japanese privacy law prevented release of his contact information. Sasebo police declined an investigation, and NCIS documented the matter for reopening if a complaint was later filed.
