On 26Apr19, at approximately 0830, NCISRA Singapore was notified that [REDACTED] District Loss Prevention/Safety Manager, Navy Exchange (NEXCOM), Far East, Yokosuka, Japan, had been interviewing(u[REDACTED] yregarding missing merchandise and cash from the Terror Club on 25Apr19.[REDACTED] adult dependent and a waitress at the Terror Club, a restaurant/bar onboard Singapore Area Coordinator (SAC). At the beginning of that interview, (4[REDACTED] related she was a bit stressed because between 2040 and 2045 on 24Apr1i9, she had been groped by one of the regular patrons of the Terror Club . [REDACTED] tO1d [REDACTED] the waitress Fon tbhey [REDACTED] Sailor from one of the MSC ships in port, when he squeezed her buttocks with his hand. [REDACTED] advised(y[REDACTED] stated this happened on the patio section of the Terror Club [REDACTED] later identified as [REDACTED]a carpenter and sailor from the USNS PECOS (T-AO-197) .[REDACTED]was interviewed and stated he was extremely intoxicated on 24Apr19 and squeezed [REDACTED] buttocks one time. 4. On 29Apri19, [REDACTED] Master of the USNS PECOS, was contacted and asked if he had )[REDACTED] board who fit the description given by [REDACTED] stated he had one [REDACTED] board who fit the description given by [REDACTED] Gyas identified as [REDACTED] Exhibit (4) pertains.

5. On 30Apr19, screening interviews were conducted at the Terror Club; only [REDACTED] had information regarding the incident at the Terror Club on 24Apr19. [REDACTED] advised she worked with [REDACTED] on 24Apr19, but she didn't observe any abusive sexual contact. [REDACTED] advised sometime after the incident, [REDACTED] told her about the incident and stated [REDACTED] groped her. NCIS showed [REDACTED] a photograph of [REDACTED]; she stated that was the [REDACTED] referring to on 24Apr19. Exhibits (5) and pertain.

6. On 14May19, NCIS conducted a scene examination of the patio area of the Terror Club. Exhibit pertains.

On 24May19, NCIS interviewed[REDACTED] ¢ywho initially stated he was at the Terror Club on 24Apr19, but he denied assaulting [REDACTED] 25Mayl19, (4[REDACTED] Lephonically contacted NCIS and stated he had drank approximately 10 shots of tequila and 10 beers on 24Apr19 [REDACTED]further advised at some point in the night, he did squeeze [REDACTED] buttocks with his hand. u)6), [REDACTED] apologized for his behavior and stated he wouldn't return to the Terror Club. 8. On 24May19, NCIS interviewed [REDACTED], USNS PECOS. [REDACTED] Stated he had been at the Terror Club on 24Apr19 with [REDACTED] they had approximately 5 beers each, but he left well before the alleged incident occurred. Exhibit (9) pertains.

9. On 10Jun19, NCIS asked[REDACTED] L£ he would be willing to be re-interviewed at the NCIS of fices .(4[REDACTED] ¢)declined to be re-interviewed and stated he will make sure he gets the alcohol treatment he needs. Exhibit (10) pertains.

10. On 21Jun19, NCIS spoke to AUSA [REDACTED] advised the US Attorney's Office has referred the matter back to NCIS and/or the employer of(H[REDACTED] administrative remedies that may be appropriate.
