NARRATIVE

1. This reactive investigation was opened under suspected violations of 18 USC 2244 (Abusive Sexual Contact).

2. On 16Apr19, NCISRA Singapore was notified via naval message of an alleged incident of abusive sexual contact between two civilian merchant marines assigned to the USNS PECOS (T-AO 197). The initial report indicated a 48 year-old male subject grabbed the chest of the 58 year-old male victim. The alleged subject is the immediate supervisor of the victim.

3. On 22Apr19, the USNS PECOS arrived in Singapore.
