EXECUTIVE SUMMARY

On 25Jun14 [REDACTED], Officer-in-Charge (OIC), Coastal Riverine Group Two RG-2) Detachment Bahrain, Naval Support Activity (NSA) Bahrain notified NCIS about an alleged incident of abusive sexual contact aboard USNS JOSHUA HUMPHREYS (T AO 188) at sea in the Arabian Gulf [REDACTED] accused [REDACTED] immediate supervisor, of making unwanted and abusive sexual comments and sexual advances toward her. There was no indication that alcohol was involved. A Sexual Assault Examination Kit was not conducted, due to a lack of physical evidence. [REDACTED], Sexual Assault Response Coordinator (SARC), NSA Bahrain advised [REDACTED] declined U.S. Navy Victims' Legal Counsel and advocate support services. On 26Junl14, the day after the reported incident, CRG-2 removed [REDACTED] from USNS JOSHUA [REDACTED] and transferred him to NSA Bahrain. 1. This reactive criminal investigation is being conducted pursuant to a suspected violation of Article 120 (Abusive Sexual Contact) of the Uniform Code of Military Justice.

2. Subsequent to References (A) through , on 16Oct14 [REDACTED] awarded Non-Judicial Punishment (NJP) and was found guilty of violating Article 92 (Failure to Obey Order or Regulation) of the Uniform Code of Military Justice, a violation of a lawful General Order; that being, SECNAVINST 5300.26D, by wrongfully creating an intimidating, hostile or offensive working environment. As a result of being found guilty [REDACTED] received an oral admonishment for his inappropriate actions, Exhibit (9) pertains. Reference (A) documents a previous NCIS sexual investigation; whereby [REDACTED] convicted of sexually assaulting [REDACTED]) Reference (B) documents a current NCIS investigation; whereby [REDACTED] demonstrated Suicidal ideations.
