NARRATIVE

1. This reactive investigation pertains to a potential violation of 18 USC 2242 Sexual Abuse the exact violation is unknown due to the lack of victim participation.

2. On 24Mar16 [REDACTED], Director, Military Sealift Command Representative Seattle, contacted NCISRA Bangor Family and Sexual Violence Unit regarding allegations of a sexual assault. According to [REDACTED] 14Mar16, [REDACTED] disclosed being sexually assaulted circa 2015 while onboard the USNS AMELIA EARHART (T-AKE 6) (exact date is unknown).

3. [REDACTED] interviewed by NCIS on 24Mar16 and did not deny being sexually assaulted onboard the USNS AMELIA EARHART (T-AKE 6). [REDACTED] further advised she did not want to participate in captioned investigation and declined to provide any information regarding the aforementioned assault.
