NARRATIVE

1. This reactive investigation pertains to the suspected violation of Article 120 (Sexual Assault) of the Uniform Code of Military Justice (UCMJ) .

2. Between 11JUN21 - 15JUN21 NCIS reviewed the data from the mobile phone of [REDACTED], Navy Medicine Readiness and Training Command (NMRTC) Portsmouth, as part of an ongoing sexual assault investigation; Reference (A) pertains. In the conduct of that review, a Facebook Messenger message from OCT20 was discovered in whichiy)[REDACTED] jalleged she had also been raped by an individual name v6) [REDACTED] y auring her A-school. The message read as follows: "T've been raped 3 times. Once when I was

But I put it away because I knew at such a small base in Italy everyone would find out and I would be treated like crap fe, ox [REDACTED] because (as y'all have proved) no one would really believe that) did it. Or thatt [REDACTED]. Or that my cousin did it..."

On 23JUN21, (H[REDACTED]came to NCIS to be interviewed in regards to the message and chose not to have a VA or VLC present .[REDACTED] chose not to be interviewed and not to participate in an investigation. [REDACTED]signed a Victim Preference Statement. She provided no further information. A Victim Witness Assistance Program pamphlet was provided to [REDACTED] Exhibit (A) pertains.
