EXECUTIVE SUMMARY

On 20Mar17, NCISRA Sasebo received notification from the CFAS SARC of [REDACTED] making an Unrestricted report of being sexually assaulted by [REDACTED] 27Mar17, approximately seven days after filing an Unrestricted report of alleged sexual assault [REDACTED] decided to be interviewed by NCISRA Sasebo after consulting with her Victim's Legal Counsel [REDACTED]. According to [REDACTED] accompanied by the SARC, [REDACTED], at approximately 2400, she became physically ill as a result of the over consumption of alcoholic beverages at a local bar, Kiss Me Bar, in Central Sasebo, Japan [REDACTED] entered a restroom located within the bar to vomit. [REDACTED] later entered the restroom with [REDACTED] Once [REDACTED] inside the restroom with [REDACTED] locked the door and stood behind [REDACTED] was bent over the toilet vomiting. [REDACTED] then raised [REDACTED], dress above her waist subsequently using his hand to maneuver her underwear to one side of her buttock [REDACTED] without the use of a condom then pulled his erect penis through the zipper portion of his pants and penetrated [REDACTED] vagina without her consent [REDACTED] interviewed by NCISRA Sasebo and denied sexually assaulting [REDACTED] 07Ju117, [REDACTED], reported he observed [REDACTED] stumble towards the bathroom in Kiss Me Bar and [REDACTED] assisting her [REDACTED] explained he then saw [REDACTED] exit the bathroom in tears and [REDACTED] depart the bar. NARRATIVE

1. This reactive investigation pertains to suspected violations of 18 USC 2242 (Sexual Abuse).

2. On 02Dec17 [REDACTED], Department of Justice, formally declined to take any judicial action against [REDACTED]

3. On 18Dec17, Reporting Agent (RA) corresponded with [REDACTED], SJA, Naval Base San Diego, pertaining to the captioned investigation. requested all previous ROI's and reported a sexual assault disposition report (SADR) would be furnished by his command. Once NCIS is in receipt of a SADR a ROI(SUPP) will be generated for documentation purposes.

4. On 28Dec17, [REDACTED] R-84 was completed and mailed to the FBI CJIS Division via Registered Mail # RR 490 175 851 US.
