EXECUTIVE SUMMARY
1. On 15Feb20, NCISRA Chinhae, Republic of Korea (ROK) was notified by Master of Arms (MA), [REDACTED], Naval Security Forces (NSF), Commander Fleet Activities Chinhae FAC), that a United States Civilian from the USNS Washington Chambers, [REDACTED], was arrested by the Korean National Police (KNP) on 15Feb20, at approximately 0500 hours, at the "Top Motel" located in Chinhae, ROK.
