EXECUTIVE SUMMARY

1. On 15Feb20, NCISRA Chinhae, Republic of Korea (ROK) was notified by Master of Arms (MA), [REDACTED], Naval Security Forces (NSF), Commander Fleet Activities Chinhae FAC), that a United States Civilian from the USNS Washington Chambers, [REDACTED], was arrested by the Korean National Police (KNP) on 15Feb20, at approximately 0500 hours, at the "Top Motel" located in Chinhae, ROK. Allegedly [REDACTED] entered the motel room of a Korean female (NFI) and groped her breasts. KNP has the primary investigative jurisdiction of this case and per policy, KNP would not provide the alleged victim's/witness' personal information to NCIS. Thus, the victim will be hereby referred to as [REDACTED] Reporting Agent (RA) notified the Captain APT) of the USNS Washington Chambers, [REDACTED], CFAC Status of Forces Agreement (SOFA) translator and met them at the Chinhae Police Station PS) where [REDACTED] being held. KNP Detectives reported, on 15Feb20, [REDACTED] boyfriend (NFI) were asleep in their motel roemé [REDACTED] RaVA at approximately 0445 hours, [REDACTED] awoke to [REDACTED] groping and sucking on her breast. Subsequently, [REDACTED] Screamed, awoke her boyfriend and inxs [REDACTED] fled their room. KNP Detectives showed RA and SOFA translatd)[REDACTED] Closed Circuit Television CTV) footage of [REDACTED] middle of the hallway on the seventh th) floor, visibly intoxicated, taking off his pants, shirt and shoes, putting his watches, etc. in a potted plant as if he was in his own motel room), [REDACTED] which was just across the way from rogré [REDACTED] Further, the CCTV footage showed [REDACTED] entered room, (byyyand remained inside for approximately four (4) minutes. On 15Feb20, [REDACTED] interviewed by KNP Detectives in the presence of his ship Captain and a KNP assigned English interpreter [REDACTED] related he remembered entering a room he thought was his and upon hearing [REDACTED] screams, he immediately left, but did not remember groping [REDACTED] described. At the conclusion of [REDACTED] interview, his fingerprints and Deoxyribonucleic acid (DNA) was collected by KNP Detectives then] [REDACTED] took custody of [REDACTED] 11Ju120, RA was notified by NCIS Busan of a sexual harassment incident perpetrated by [REDACTED] Busan, ROK.
