What the NCIS File Says

A Coastal Riverine Squadron Ten member reported that another squadron member slapped his buttocks on two occasions aboard USNS Alan Shepard while the ship was deployed to Bahrain.

The reporting person told NCIS the conduct was inappropriate and made him extremely angry, but he did not think it was sexual in nature or intended to humiliate or degrade him. A witness said she saw one forceful slap and saw the reporting person become angry.

NCIS attempted to interrogate the accused, but he declined to speak after rights advisement and legal-counsel advice. Investigators later photographed and sketched the Reaction Force room where the incident reportedly occurred.

The case closed after NCIS received a Sexual Assault Disposition Report and briefed SVIP personnel. The extracted transcript has a damaged line where the Region Legal Service Office recommendation should appear, so the final command action is not clear from this text alone.

Why This Record Matters

  • The record is a boundary case because the reporting person described anger and inappropriate conduct while saying he did not view it as sexual or degrading.
  • A witness and crime-scene documentation make the extracted file more concrete than the current public title suggests.
  • The final outcome needs PDF or SADR verification because OCR appears to omit a key legal-recommendation sentence.
