NARRATIVE

1. This reactive investigation was initiated pursuant to possible violations of the Uniform Code of Military Justice (UCMJ), Article 120 (Abusive Sexual Contact).

2. On 10Dec18, at approximately 2000, SA [REDACTED] received information from Supervisory Special Agent) © [REDACTED], NCISRU Yorktown, that he had received a report of sexual assault from [REDACTED] Command Judge Advocate, USS Dwight D. EISENHOWER. SA [REDACTED] ashore in Trujillo, Honduras conducting Force Protection measures relative to the USNS Comfort Mission upon receipt of notification. Due to severe inclement weather, SA [REDACTED] unable to return to the ship to initiate investigative endeavors until 13DEC18. The report was initially received by the command aboard the Dwight D. Eisenhower on 13JUL18 concerning the incident which actually occurred on 09JUL18 wherein [REDACTED](SN, USS Dwight D. Eisenhower advised she was assaulted by [REDACTED], USS Dwight D. Eisenhower [REDACTED] advised [REDACTED] approached her in in a passageway aboard the USS Dwight D. Eisenhower and inquired about her weekend. [REDACTED] replied by saying she hadn't done much and began to walk away when [REDACTED] grabbed her by her arm preventing her leaving and made a comment to the effect that he would change that [REDACTED] Sustained bruises as a result of the assault which were documented via Command Report of Investigation. On 13DEC18 [REDACTED] provided an e-mail from [REDACTED] wherein [REDACTED] advised she believed the allegation to be sexual in nature and wanted an un-restricted report to be made and requested an expedited transfer [REDACTED] also provided a Memorandum for Appeal of Non-Judicial Punishment ICO [REDACTED]. 4. On 13DEC18, SA [REDACTED] made initial contact with [REDACTED] (oy7(d) regarding captioned investigation. Present at the meeting was her USNS Comfort Victim Advocate, [REDACTED], Naval Public Affairs Support Element, San Diego, CA and USNS Comfort Command Representative [REDACTED] Walter Reed Medical Center, MD [REDACTED] provided a Victim and Witness Assistance Pamphlet and briefed concerning her right to a Victim's Legal Counsel (VLC). [REDACTED] advised she wished to consult with her VI4s)[REDACTED] JAGC, USN, Naval Station Norfolk, VA, prior to providing any further statement.

8. On 15Jan19, Reporting Agent received confirmation from [REDACTED] SARC, Naval Station Norfolk, that a DSAID entry was initially entered. Therefore, this report will serve as a mechanism to properly close the DSAID entry.

9. Delay in reporting is due to SA [REDACTED] status, lack of connectivity, and Supervisory de-confliction with affected parties.
