EXECUTIVE SUMMARY

1. On 17Jan18, NCISRA Marianas was notified by Helicopter Sea Combat Squadron 25 (HSC-25), Andersen AFB, Guam, of the alleged abusive sexual contact of [REDACTED] and[REDACTED] y yin October 2017 aboard the USNS Charles Drew. As background, on 30Oct17, the alleged abusive sexual contact of [REDACTED] reported and NCISRA Sasebo spoke with [REDACTED] declined to participate in the investigation; Reference (A) pertains. On 02Feb18 [REDACTED] came forward and was interviewed by NCISRA Marianas and stated she was sexually assaulted on two occasions, the first by [REDACTED] September/October 2017 and the second by [REDACTED] ME)” around 29Oct17. The first incident occurred when oe our) went to the room shared by [REDACTED] and[REDACTED] aboard the USNS Charles Drew. While there [REDACTED] grabbed [REDACTED] wrist, pulled her into his bed, and laid behind her with his groin on her buttocks and his chest to her back [REDACTED] his arms around her and touched her body while verbally trying to convince her to spend the night with him [REDACTED] repeatedly told [REDACTED] C} she had to go to bed and got up after a few minutes and left the room. The second incident occurred on 29Oct17 while [REDACTED] helping [REDACTED] back to their room because they were intoxicated. After they arrived at the room [REDACTED] and(H[REDACTED] jasked her to engage in sexual activity with them. While she was seated on [REDACTED], he rubbed her back and later put his hand up the front of her shirt, touching her breasts [REDACTED] told them she did not want to have sexual intercourse with them and told them she was in a relationship. At one point [REDACTED] pushed [REDACTED] onto [REDACTED] and attempted to spread her legs and touch her vagina but was unable to do so due to [REDACTED] trying to get up off the bed. (y[REDACTED] touched [REDACTED] thigh during the incident and both [REDACTED] and[REDACTED] repeatedly tried to convince her to engage in sexual relations with them [REDACTED] attempted several times to leave but was unable to get up due to [REDACTED] preventing her from getting off the bed. NARRATIVE

1. This reactive investigation pertains to suspected violations of Article 120 (Abusive Sexual Contact) of the Uniform Code of Military Justice (UCMJ) .

2. Per Reference (F), the active investigation was complete as of 20Apr18 and remained open pending the results of administrative separation (ADSEP) boards for [REDACTED]

3. A Sexual Assault Disposition Report (SADR) was received and related administrative separation (ADSEP) boards for(bh)[REDACTED] jand [REDACTED] were held; (d[REDACTED] ¢)was retained and [REDACTED] administratively separated under other than honorable conditions for commission of a serious offense; Exhibit (14) pertains.

4. On 22Oct18, [REDACTED], USN, Commanding Officer, HSC-25, Andersen AFB, Guam; [REDACTED], Staff Judge Advocate, Expeditionary Strike Group SEVEN; and [REDACTED], Senior Trial Counsel, Region Legal Service Office Japan were notified of the closure of the NCIS investigation.
