NARRATIVE

1. This reactive investigation was opened to document a third party report of an alleged violation of Article 120 (Sexual Assault) of the Uniform Code of Military Justice (UCMJ).

2. On 16Dec19, [REDACTED], USNS HERSHEL WILLIAMS BLUE (ESB 4) notified NCIS of the alleged sexual assault of [REDACTED], ESB4. [REDACTED] reported [REDACTED] stated she wanted to make a restricted report about an alleged sexual assault. [REDACTED] stated he told [REDACTED] she continued to speak with them then he would have to report it as unrestricted [REDACTED] stated, according to [REDACTED] drinking at "Someone's apartment" two weeks ago and fell asleep ona mattress which was located on the floor. [REDACTED] explained she went to the medical on Friday, 13Decl19, to be tested for Sexually Transmitted Disease (STD) and then reported to command on 16Dec19. According tt1e9[REDACTED] would not give any more information about the incident or subject. [REDACTED] only spoke with [REDACTED], Victim Advocate (VA).

3. On 17Dec19, NCIS attempted to interview [REDACTED] NCISRA Norfolk, VA. [REDACTED] declined to speak with NCIS and signed a Victim Preference Statement (VPS); Exhibit (1) pertains.

4. On 17Dec19, database checks regarding [REDACTED] were conducted. No relevant information was returned.

5. The time, date, and location of the offense are unknown; therefore, the documentation of the crime scene has not occurred. 7. No logical leads were developed because [REDACTED] declined to be interviewed. No subject was identified and no details of the alleged sexual assault were reported. Therefore, this investigation is closed.
