NCIS obtained a 17-page sworn statement, attempted a recorded pretext phone call, documented the hotel room, interviewed command members and civilian members of USNS Safeguard, and reviewed digital media seized from USNS Safeguard. The digital media review found nothing pertaining to the investigation.
An Article 32 hearing was held in May 2013. The investigating officer found there were not reasonable grounds to pursue court-martial and recommended withdrawing and dismissing the specifications. Command concurred, and the disposition report said no action would be taken due to insufficient evidence and the allegations being unfounded.
