EXECUTIVE SUMMARY

1. This investigation was initiated on 11AUG13 after NCISRA Okinawa received information that [REDACTED] reported she was sexually assaulted by a civilian male, later ee tie Te [REDACTED], Military Sealift Command (MSC) Pacific [REDACTED] while she was outside The Surfside Club, aboard Camp Kinser, Okinawa, on the night of 10-11AUG13. [REDACTED] interviewed, and reported an individual grabbed her hips and breasts over her clothes, when she was seated at a picnic table outside of Surfside. [REDACTED] immediately reported the incident to security at the Surfside. At the time of her interview [REDACTED] provided with a Victim Witness Assistance Pamphlet (VWAP) [REDACTED] subsequently interviewed and denied any inappropriate contact with [REDACTED] €) Both [REDACTED] stated they had consumed alcohol during the night. Witness interviews were conducted, which identified one individual who stated he saw (8) 1G) approacto{e. tainicend grab her breast with one of his hands. Due to [REDACTED] (o\ status, and the fact [REDACTED] departed the AOR on 14AUG13, no Military Protective Order (MPO) was put in place. On 13SEP13, NCISRA Okinawa was notified by the Command Magistrate's Office, Marine Corp Base Camp Butler, Okinawa, that no action would be taken against [REDACTED] date, MSC has not taken any action against [REDACTED] MSC is unable to anticipate when action may be taken. 1. This investigation was initiated on 11AUG13 and was conducted pursuant to suspected violation of Uniform Code of Military Justice (UCMJ) Article 120 (Abusive Sexual Contact) .

2. On 30APR14, [REDACTED] Assistant Counsel for Military Sealift Command (MSC) Norfolk, Virginia, advised that this matter remains under review by MSC Norfolk for possible disciplinary action against [REDACTED] Should action be taken against [REDACTED], that information will be reported via ROI (SUPP). This investigation is closed.
