What the NCIS File Says

A command investigation into inappropriate comments and dancing led NCIS to review possible abusive sexual contact during a gathering at the Presidential Palace in Panama City. One person told NCIS he had been grabbed on the buttocks but did not consider himself a sexual-assault victim. Another said she did not feel sexually assaulted by a hand on her hip while dancing but was offended by a derogatory name.

A USNS Comfort executive officer gave the strongest account in the extracted report: he said he intervened several times and later saw the accused smack and grab a person's buttocks twice while saying, "you have a sexy ass." Other witnesses had limited first-hand knowledge of the alleged sexual contact and spoke more generally about inappropriate comments.

The accused refused to waive his rights or make a statement. The case ended at Admiral's Mast, where he was found guilty of multiple Uniform Code of Military Justice specifications and received forfeiture of pay and a letter of reprimand.

Why This Record Matters

  • The alleged victims did not want to proceed as sexual-assault victims, but command discipline still followed.
  • The strongest factual detail came from a USNS Comfort executive officer who described seeing buttocks grabbing and hearing a sexual comment.
  • The nonjudicial punishment should be described carefully because the listed findings were broader command offenses, not a sexual-assault conviction.
