What the NCIS File Says
A USNS Trenton crewmember made an unrestricted report of abusive sexual contact after a beer-on-the-pier event in Souda Bay, Greece. The alleged incident occurred around 2200 on June 23, 2021, and the file says alcohol was involved for both parties.
The alleged victim told NCIS that the accused gave her a hug and used his hand to squeeze her buttocks cheek. She was interviewed with a victim advocate present and victims' legal counsel participating by phone. A SAFE exam was not conducted because of the nature of the event.
After earlier Naples and Norfolk interim reports, NCISRA Norfolk sent a lead to NCISRA Earle, New Jersey, to contact the accused. The participating agent made contact and scheduled an interview, but the accused then asked to have an attorney present.
NCIS closed the case because the accused was outside UCMJ control and there was no probability that the U.S. Attorney's Office would assume jurisdiction. Command, victim support, trial counsel, and CTF-63 leadership were notified of the closure.

Why This Record Matters
- The alleged conduct was straightforward, but jurisdiction over the accused became the key reason the case closed.
- The file shows the difference between an unrestricted report and a prosecutable case when the accused is not subject to UCMJ.
- Earlier exhibits and interview details are missing from the final extract.
