This reactive investigation was initiated on 08JUL21, after NCISRA Naples, Italy, was notified by [REDACTED], Senior Enlisted Leader, Commander Task Force Six Three TF-63), of an unrestricted report of abusive sexual contact of [REDACTED] USNS TRENTON (T-EPF 5), by [REDACTED] USNS TRENTON (T-EPF 5). The incident occurred during a beer on the pier event in Souda Bay, Greece, at approximately 2200, 23JUN21. Alcohol was involved for both parties. A Sexual Assault Forensic Examination (SAFE) of [REDACTED] conducted due to the nature of the event. [REDACTED] interviewed with her Victim Advocate (VA) present and Victims' Legal Counsel (VLC) telephonically present. NARRATIVE

1. This reactive investigation was initiated on 08JUL21 and pertains to suspected violations of Title 18 United States Code (USC) Section 2244 (Abusive Sexual Contact).

2. Subsequent to the publication of Reference (A) and (B), on 07OCT21, NCISRA Norfolk sent a lead to NCISRA Earle, NJ and Participating Agent (PA) [REDACTED] assigned. PA\[REDACTED] imade contact with/ p [REDACTED] scheduled the interview, but subsequent 1ly [REDACTED] requested an attorney be present during the interview, Exhibit (16) pertains.

3. On 03NOV21, Reporting Investigator (RI) contacted CIV 7 EP J g [REDACTED] ' WITHOUT SPECIFIC AUTHORIZATION FROM THE NAVAL CRIMINAL INVESTIGATIVE SERVICE Sexual Assault Response Coordinator (SARC), Victim Advocate (VA [REDACTED] (5) , (0\ (QUSN, USS MOUNT WHITNEY (LCC 20 [REDACTED], Commodore, Commander Task Force Six Three TF-63) and) [REDACTED], Trial Counsel, Region Legal Service Office (RLSO) Europe, Africa, Central were advised this case is being closed due to [REDACTED] being subject to the UCMJ and no probability of the US Attorney's Office assuming legal jurisdiction.
