What the NCIS File Says
A woman connected to MSRON 2 reported that she may have been sexually assaulted in her barracks room at Naval Station Rota after command social events.
NCIS records say she was very intoxicated before returning to her room and that the alleged attackers were two unknown males who followed her to the second deck of Building 567.
Investigators interviewed MSRON 2 personnel, hospital staff, base personnel, civilian Military Sealift Command sailors, and other witnesses. NCIS also conducted a cognitive interview and created a composite sketch.
The sketch was shown to personnel at separate commands working at Naval Station Rota, but no one identified a matching person. Clothing was sent to the United States Army Criminal Investigation Laboratory, and the executive summary says DNA analysis did not detect semen or male DNA on the clothing or sexual assault kit samples.
The convening authority did not proceed to trial because no credible suspect had been identified. NCIS told the reporting person the case would close and could be reopened if new information identified a suspect.

Why This Record Matters
- The case shows a serious overseas sexual assault report where the practical barrier was suspect identification.
- The record reflects broad witness canvassing, forensic submissions, and a composite sketch, but no credible suspect was identified.
- Civilian Military Sealift Command sailors appear in the witness pool even though the alleged location was a barracks room, showing the mixed personnel environment around overseas operations.
